Sherry Decker

Executive Director

Sherry serves as the Executive Director of the Tarrant County 9-1-1 Emergency Communications District (TC9-1-1). Sherry has been in the 9-1-1 industry for over 40 years and previously as a 9-1-1 Telecommunicator, Training, and Public Education Coordinator, Supervisor, and Operations Manager.
Sherry represented the Texas Chapter of the National Emergency Number Association (NENA) as President (2010-2012), Texas 9-1-1 Trainers President (2006-2012), National Joint Telecommunicator Emergency Response Taskforce member and Co-Chair (2008-2018), and participated in numerous Association of Public Safety Officials (APCO), and Texas Commission on Law Enforcement (TCOLE) curriculum development committees. In addition, Sherry served as the Texas Telecommunicator Emergency Response Taskforce (TX-TERT) State Coordinator for almost ten years.

Kevin Kleck

Director of Technical Services

Kevin Kleck oversees the Technical Services Team that includes, GIS, network support, I.T., security, & technical upgrades. Kevin has been in the public safety industry for over 20 years. Having spent early years working in addressing, GIS and 9-1-1 technologies, he developed skills to help advance wireless 9-1-1 in Tarrant County. He’s worked with PSAPs to solve operational and technical issues and worked with standards organizations to develop new methodologies to push public safety forward. Kevin looks forward to helping guide the District into future successful initiatives.

Shantelle Oliver, CPE

Director of Support Services

Shantelle Oliver joined the Tarrant County 9-1-1 District in November 2018 and served as the Director of Support Services Team. She oversees support services, including public education, training, 9-1-1 telephony, finance & general PSAP support services. She graduated from Southern University in New Orleans with a bachelor’s degree in Criminal Justice. Before joining the District, Shantelle worked at Irving Police Department for 17 years, where she served as a dispatcher before advancing up the ranks to CTO, Senior Dispatcher, and Supervisor. Her background is in training and curriculum development. Shantelle is currently a member of APCO, NENA and is involved with standards development groups and conference committees.

Stephanie Lang

Human Resource Administrator

Stephanie serves as the Tarrant County 9-1-1 District Human Resources Administrator. She is a graduate of Alcorn State University in Lorman, Mississippi. She was awarded a bachelor’s degree in Political Science, then completed her law degree in Lansing, Michigan, at Thomas M. Cooley Law School. Stephanie served as an attorney with UAW Legal Services and an adjunct professor at Thomas M. Cooley Law School until she returned to Mississippi. Stephanie became the EEO officer for the City of Jackson, and later, the Legal Counsel for the City of Jackson Chief of Police. Stephanie relocated to Texas, where she served as the Assistant Director of Human Resources for Dallas County. Stephanie later joined the City of Denton as their Human Resources Compliance Officer and later as a Deputy City Attorney advising on employment matters. Stephanie, after that, served as the Deputy Director of Human Resources at the City of Denton. Stephanie is an expert in all disciplines of EEO and has obtained a solid working knowledge of Human Resources and employment law. Stephanie is very passionate about Human Resources and serving people and wants to make a positive difference in the lives of others as she serves in her role as Tarrant County’s 9-1-1 Human Resources Administrator.

Aniel Austin, ACCA

Finance Manager

Aniel Austin joined the Tarrant County 9-1-1 District staff in October 2018 and is serving as the Finance Manager. As part of the Executive Team, he is responsible for accounting, finance, budgeting, and investment. Aniel is also responsible for inventory, payroll, and state and federal government reports. He earned his Accounting Degree from the Association of Chartered Certified Accountants (ACCA), a U.K-based accounting body. Aniel’s vision for the District is to provide timely, comprehensive, and accurate financial reports & analysis and maintain a system of internal accounting and system controls to safeguard District’s assets and ensure financial data integrity.

Phillip Rohrbough

GIS Manager

Phillip Rohrbough is the Geographic Information Systems (GIS) Manager as part of the Technical Services Team. He manages the GIS Department, which is responsible for developing and providing the mapping data used at the 9-1-1 PSAPs, for all communities within the District’s jurisdiction. That data aids the 9-1-1 telecommunicators in accurately locating a 9-1-1 caller. Phillip graduated from Texas A&M University in 1993, and upon graduation, moved to San Antonio where he was hired by a law firm that handled delinquent property tax collection. After a few years of having his life threatened daily, he decided it was time to move and relocated to the North Texas area. He began his career at TC9-1-1 on April 1st, 1998, as a contract GIS Technician and, after 19 years, he was promoted to the GIS Manager position. Phillip actively participates in several National Emergency Number Association (NENA) working groups to set standards and guidelines in preparing GIS data for Next Generation 9-1-1, which is an IP-based technology.

Monte Cockrum

Technology & Network Support Manager

Monte Cockrum is the Technology & Network Support Manager & works under the Technical Support Team. Monte has been with Tarrant County 9-1-1 District since 2009 and has been working in the telecommunications field in the late 1990s. Before joining the District, he worked in various PSAP environments installing and maintaining call-handling equipment. Monte now works in the Technical Operations Department and is involved in the design and management of 9-1-1 and administrative networks as well as 24/7 network trouble resolution and performance reporting. Monte looks forward to being actively involved in the development of future 9-1-1 enhancements throughout the District.

Levi Larkin

Support Services Manager

Levi Larkin has been with the District since March 2019 and serves the team as the Support Services Manager under the Director of Support Services. His department includes the Training, Public Education, and Operations Support Services department. His responsibilities include an overview of team members, project management, budgeting to include procurement, and negotiations of services. He is passionate about servant leadership and fostering the growth of his team and the District. Levi started his career in 2000 as a telecommunicator and communications training officer. He spent the last nine years of his career as supervisor for both Addison and the regional communications center NTECC. He has also filled the roles of Implementation Specialist and Interoperability Coordinator with the District.

Warren Austin

Geographic Information Systems Analyst

Warren Austin works under the Technical Support Team as the GIS Analyst for the Tarrant County 9-1-1 District. He supports and maintains the accuracy of the Geographic Information System. This position is responsible for data creation and maintenance of GIS data as well as fulfilling requests from District staff and outside entities for accurate, customized, and visually appealing maps and reports. He graduated from Oklahoma State University with a degree in Architecture in 1976. His background includes Municipal work in Planning, addressing and GIS work.

Gary Ross

GIS Liaison

Gary Ross works under the Technical Support Team here at the district, and his current title is GIS Liaison. He is responsible for updating the District’s GIS Map with all new incoming Address and Street data information received from the Cities & Entities within the District’s jurisdiction, as well as overseeing various GIS Projects. Gary has been with the District since July 1999, starting as a GIS/GPS Technician. Before coming to the District, Gary spent 20 years in the Surveying/Engineer Industry and has extensive experience working with GPS.

Yvonne Krumm

PSAP Support Analyst

Yvonne Krumm is the PSAP Support Analyst and is under the Technical Support Team at Tarrant County 9-1-1 District, where she provides technical support and training for PSAP 9-1-1 equipment. She graduated from the University of North Texas with a bachelor’s degree in Emergency Administration and Planning in 2007. Yvonne served as a dispatcher, CTO, and supervisor for the Hurst Police Department for 11 years. Yvonne has served the District in several different capacities since joining their staff in 2008.

Danny Willars

Security Analyst

Danny Willars is the Security Analyst and is under the Technical Support Team. Danny has worked in the emergency services sector since 2010. His experience in a vast number of roles has provided a path to connect with others and introduce new ideas. Danny’s interest in technology has been the driving force in his career. He is currently a member of NENA, APCO, and is involved with several professional development groups. Danny manages the connectivity, installation and problem resolution of both internal business networks and the networks that transport 9-1-1 call delivery.

Abigail Dudek

Communication Coordinator

Abigail Dudek is the Communication Coordinator at Tarrant County 9-1-1 District under the Support Services Team. Abigail handles 9-1-1 education, marketing, design, public relations, media, and event coordinating. She is the PIO for Tarrant County 9-1-1 District and supervises the Internship program in her department. Abigail is originally from central Illinois, where she earned her Bachelor of Arts from Western Illinois in 2003 and a Bachelor of Science from Illinois State University in 2012. Abigail was a Telecommunicator for four years in Illinois before moving to Texas. Abigail worked for North Richland Hills as a Telecommunicator for three years. She began her career with Tarrant County 9-1-1 District in November 2016.

Lauren Hall

GIS Specialist

Lauren Hall is a Geographic Information Systems Specialist and under the Technical Service Team at the Tarrant County 9-1-1 District Administration Office, where she is responsible for maintaining and updating GIS data and layers. She graduated from the University of Louisville in Louisville, Kentucky with a bachelor’s degree in Geography in 2017. After graduating, she moved back to her hometown of Dallas, Texas, and began working with the Tarrant County 9-1-1 District in April 2018.

Chase Dunn

GIS Technician

Chase Dunn is a Geographic Information Systems Specialist and under the Technical Service Team at the Tarrant County 9-1-1 District Administration Office. Chase assists with accurately updating GIS data layers to support team mapping projects. He graduated from South Dakota University with a Bachelor of Science degree in Geographic Information Science. Chase has previous GIS experience with the City of Pierre and South Dakota Bureau of Information and Telecommunications. He started Tarrant County 9-1-1 District in March of 2020.

Teo Tompkins

Network Support Specialist

Teo Tompkins joined the district in March 2019 and is the Network Support Specialist under the Technical Support Team. He will be working in both IT and Networking. He has lived around the Fort Worth area for most of his life. Previously, he worked for a utility company overseeing Network security, Mobile Device Management, Procurement, and Help Desk. Past job experiences include the sales and management field for 11 years.

Thomas Coomer

Network Support Analyst

As a Network Support Analyst under the Technical Services Team, Thomas manages Tarrant County 9-1-1’s server infrastructure and disaster recovery environment. He developed most of his skills in supporting and managing critical utility environments to maintain a 24/7 uptime. Thomas graduated from ITT Technical Institute with a degree in Computer Network Systems. In 2006 Thomas joined the U.S. Army as a Cavalry Scout and deployed to Mosul Iraq (2007-09). He served honorably in the U.S. Army from 2006-2012. “Everything’s impossible until somebody does it.”

Kishu Sharma

IT Network Technician

Kishu Sharma is the IT Network Technician under the Technical Support Team. She started at Tarrant County 9-1-1 District in July of 2020. Kishu has diverse experience in Network and system administration and has actively developed installed and maintained enterprise Microsoft Technologies. She graduated from Tribhuvan University of Nepal with Degree in Business Science in 2008.

Gail Wicks

9-1-1 Telephony Analyst

Gail Wicks joined the Tarrant County 9-1-1 District March 1, 2019, and serves as the Telephony Analyst under the Support Services Team where she is responsible for the critical function of monitoring, verifying, maintaining, analyzing and reporting information associated with 9-1-1 call processing, call delivery and system performance. As the Telephony Analyst, she also interacts with all the various telephony providers including VoIP, Wireless, and PSP providers to define interconnection and data exchange essential to the content and function of the 9-1-1 database. Before joining the District, Gail worked at AT&T, West Safety Services, and Omega Teleserve. She brings 20+ years of experience to the District Team with expertise in Public Safety, E9-1-1, network operations, ALI database, and technical support.

Sonia Castillo

Operations Support Specialist

Sonia Castillo is the Operations Support Specialist and is under the support services team. She was hiring at Tarrant County 9-1-1 District in November of 2021. Sonia is an Ohio native and graduated from Bowling Green State University with a BA. She has worked in law enforcement for over 18 years, first working with the Fostoria Police Department as a 9-1-1/police dispatcher & victim advocate before moving on to the Ohio Bureau of Criminal Investigation under the Ohio Attorney General’s Office as a support specialist in their OHLEG department. Sonia recently moved to Texas and last worked with a government contractor for the United States Citizenship & Immigration Services.

Sofia Brabham, MBA

Training Coordinator

Sofia Brabham joined the Tarrant County 9-1-1 District in March 2019 and is one of the District‘s Training Coordinator’s under the Support Services Team. She graduated from the University of North Texas with a bachelor‘s and a master’s in Criminal Justice. While attending the University of North Texas, she participated in multiple research studies and assisted in developing material for undergraduate students. Before joining the district, Sofia worked for the Irving Police Department as a Senior Dispatcher and a Communications Training Officer.

Katlin Spivey

Implementation Specialist

Katlin Spivey joined the district in December of 2021 and is the Implementation Specialist under the Technical Support Team. Katlin is an Alabama native and relocated to Texas in 2019. Previously, Katlin served as a dispatcher and CTO with the White Settlement Police Department.

Dan Truitt

Systems Integration and Performance Analyst

Dan Truitt joined the Tarrant County 9-1-1 District in June 2021 and is the Systems Integration and Performance Analyst under the Technical Support Team. He comes to the District with 24 years of experience in IT, telephony, radio, and a diverse range of related disciplines, environmental and power. Dan has been in the public safety industry for over 16 years, starting with five years of supporting all of, radio and telephony emergency-services requirements of a county in Eastern Colorado. Dan moved on to nine years supporting projects, implementations, and high-focus customers‘ 9-1-1 call handling solutions nationwide for a major corporation in the industry. Most recently, Dan was a Systems Administrator for the City and County of Denver’s 9-1-1 operations. When an opportunity came up in Tarrant County to continue to serve the public, Dan (and his family) couldn’t resist, pulled up stakes, and moved. Before entering the public safety industry, Dan supported the IT needs of a school district near the West Coast and spent several years as a contractor for the Department of Defense.

Korey Miller

IT Support Specialist

Korey Miller is the IT Support Specialist at Tarrant County 9-1-1 District under the Technical Support Team. His role consists of supporting internal administrative systems and networks and providing technical assistance to staff. Korey is from Washington state, where he achieved his A+ certification worked as a Marine mechanic and IT Specialist for the US Navy. Before Federal service, he worked for Boeing as a Dell Technician. Korey started Tarrant County 9-1-1 District in January 2022.

Mandy Chanthapanya

Administrative Assistant

Mandy Chanthapanya joined the Tarrant County 9-1-1 District staff September 1991 and is the Administrative Assistant under the Support Services Team. She provides administrative support to the Chief Fiscal Officer/Business Manager and other Tarrant County 9-1-1 District staff members as required. She also provides clerical/office support and assists staff members, in any area, as requested. She graduated from Tarrant County College, with an Associate in Applied Science in Office Occupations degree in 1991. Then she continued her education while working with the District and graduated from the University of Texas at Arlington, with a Bachelor of Business Administration degree in 2001.

Renee Boeglin

Executive Assistant

Renee Boeglin joined the Tarrant County 9-1-1 District in April 2020 and is the Executive Assistant under the Support Services Team. She provides administrative support to the Executive Director in the planning, development, implementation, and coordination of various programs and activities. She also assists the Finance Manager with general accounting and record keeping. Renee graduated from Texas Christian University with a Bachelor of Business Administration.
